Enzo Cardi

Biography

Born on 21st June 1950, Enzo Cardi is the son of lawyer Mario Cardi, one of the most important postwar Major of Itri who has played a significant part in the reconstruction of the country.

After his degree in law, he took a specialization at Oxford University. Since 1979 he has been Professor at the University of Perugia, where he became Full Professor of Public Law in 1987.

Currently he is also Full Professor of Economy Law at the Faculty of Law of the Third University of Rome.

Cardi was the Director of the Superior School of Public Administration from 1989 to 1994.

In 1994 he was appointed by Italian government as Chairman of Poste Italiane, the Italian public organization of postal services, and he was charged with the responsibility of managing the legal transformation of Poste Italiane from a public service corporation into a joint-stock company.

From 1994 to 2005 he was elected Chairman of Poste Italiane Group. He was one of the administrators who played a key role in shrinking the budget deficit of Poste Italiane Group making it a more flexible and efficient joint-stock company.

He is a component of the Board of the European Foundation for Quality Management (EFQM).

Motivation for the attribution of the Liberation Award

In these last ten years the business of postal services has played the role of precursor in the renewal process of public administration.

Enzo Cardi led the transformation of Poste Italiane from a public company into a joint-stock company. During his twelve years management he restored the debit balance sheet of the company and restyled the postal services, leading the whole business to the development of new frontiers for the European market.
